People with influence, Mermaids or Performance Artists have a second QR code on the back of their ID card.
Only if they like you, will they let you scan their special influence QR code.
This scan with influencers is usually done quickly and in secret. It is usually done when you spy, mutiny or create false flag plays during a booty raid and you need that persons influence to accomplish your mission.
If you are at the Petting Zoo, you can feed the Mermaids.
A Mermaid shows you hers if she is hungry. A Performance Artist shows you theirs so they can recycle their loony booty into cash.
You will send loonies and a message then expect nothing to happen.
If something does happen it is probably asking for more loonies.
If there are actual results it is probably just to build confidence so you will surrender more booty next time.
